3、urces for social development and progress. Government, the social governance organization, gets the opportunities, but also faces enormous challenges. Traditional government governance model needs to change, and changes

4、in the economic environment demands the changes of governance model. Therefore, the new government model --- Knowledge-Based Government came into being. Government improves its ability of governing and administrative eff

5、iciency constantly, through the use of advanced theories and ideas about knowledge management. E-government, the product of information age, is an important means for the government to manage and reform. Currently the co

6、nstruction of e-government in many areas mostly concentrates on technology investment, and the problems of public participation, information sharing and other issues involved less. So knowledge-based government’s advance

7、d theories and methods used in the construction of e-government have an important role on improving administrative efficiency, deepening the reform of government, and protecting the right of comprehending information and

8、 participation of citizens. This paper introduces concretely knowledge-based government’s concepts, characteristics and knowledge management process in the use of theoretical research methods, analyzes thoroughly e-gover

9、nment’s concepts, characteristics and application modes, and analyzes relevant circumstances on urban government’s e-government. By the way of empirical research, the representative Heping district in Shenyang as an exam

10、ple, summarizes its advantages in the e-government construction, analyzes its presence in the e-government construction. From the perspective of knowledge-based government, this paper builds an e-government system model

11、based on the knowledge-based government and describes its specific implementation strategies in real life. This paper puts Heping district as an example, analyzes thoroughly its e-government instruction, and makes
