2、y and the government have repeatedly stressed that the establishment of an administrative accountability system, which has offered an opportunity for the establishment of China’s administrative accountability system. Wha
3、t’s more, the “SARS“ Event has accelerated the construction of China's administrative accountability system. Although administrative accountability should focus on both “inquirement“ and “punishment“, but should focu
4、s on “inquirement“ more, as it is an inevitable demand of its pre-defense function. We do not need the GDP produced from swears hops; we do not need such economic development at the cost of our lives; we even do not need
5、 a society which involves post-processing of several government officials’ accountability; because they can not comfort those souls killed unjustly. Although administrative accountability system needs ascertain where the
6、 responsibility lies, we need a mechanism which emphasizes the “pre-and-halfway inquirement” more. Administrative accountability should reflect the principle of consistence between the powers and responsibilities which n
7、ot only includes the consistence among the powers, duties and responsibilities, but also doing duties. The Chief Executive, as a key leadership position among civil servants at all levels of the administrative organ, sho
8、uld establish a sense of responsibility, take the initiative to handle their own work and carry out the laws and regulations seriously, rather than assume responsibility passively because of the constraints of administra
9、tive accountability system. It should be made clear that the “responsibility“ in administrative accountability means “doing duties”, not just “take responsibility“. Moreover, punishing accountable officials does not mean
10、 the end of their political life and accountable officials’ comeback is covered by such a rational system. Because of the difference in the basis, scope and terms of accountability targets when formulating the measures f
11、or administrative accountability, the practice patterns are quite different across various regions. In one place, what should be covered by the accountability act may not be applicable in another place. The different res
