2、ing their own ethnic culture, but also a prerequisite for them who are entering mainstream society and learning mainstream culture. However, for a long time, considering the bilingual education about Tibetan and Chinese
3、in the Tibet Autonomous Prefecture in the south of Gansu Province, there have long been a series of problems such as the shortage of educational investment, the lack of teachers and the low quality of teaching, etc. Why?
4、 For one thing, this phenomena have to do with local low elementary educational quality, and for another, the bilingual educational model and policy about Tibetan and Chinese must be further perfected. It’s just that we
5、have made a research on the model and the policy of the bilingual teaching about Tibetan and Chinese in Xiahe County of Tibet Autonomous Prefecture in the south of Gansu Province. Through a historical review and analysis
6、 on the bilingual education in Xiahe County, which has been obviously improved in three main facets: the characteristics of the Tibetan Language has been inherited and developed, the rate of entrance and the quality of t
7、eaching have been consolidated and improved. The experiences achieved from this kind of bilingual teaching in this county can be summarized as follows: the guidelines of the Tibetan education have been definitely develop
8、ed, the relevant educational policies and measures adapting to Tibetan development have been formulated, the teachers’ construction of bilingual language has been strengthened, the quality of education and teaching has b
9、een enhanced, the investment in education is continuously increased according to the principle of combining universality and emphasis and taking everything into consideration with focal point. The elementary education of
10、 Xiahe county has gained the faster development than ever before because of the implementation of bilingual education, but compared with the other places all over the country, the distance is not been reduced, but has a
